Newly released dash and body camera videos from last week show the moment St. Paul police officers shot a man accused of stealing a car and pointing a gun at them.

Elliot Samuels Vaughn is now charged with first-degree assault against a peace officer, second-degree assault with a dangerous weapon and theft of a motor vehicle.

On Dec. 21, St. Paul police were notified that a stolen Buick that was tracked by General Motors was in St. Paul. Officers found the vehicle and followed as it entered westbound Interstate 94 from Highway 52, the department says.

As it entered the I-94 ramp, General Motors remotely disabled the Buick, which prompted Vaughn and a passenger to get out and start running.

Videos released by police show officers in a squad car following Vaughn after he exits the driver’s seat and starts running up the ramp. Roughly six seconds after he takes off, Vaughn appears to point a gun at the squad, and the officers are heard yelling what sounds like “Shot.”

Officers slammed on the brakes and quickly fired several shots at Vaughn, who tumbled to the ground. Vaughn was hit in the thigh and was treated at a hospital before being arrested. The passenger was also arrested a short time later.

Police say Vaughn’s gun was recovered and was loaded with a round in the chamber. Based on the videos, it doesn’t appear that he fired any shots at police.

No officers or bystanders were injured.

The Minnesota Bureau of Criminal Apprehension is investigating the shooting and will forward its findings to the attorney’s office for review. The officers involved, Matthew Foy and Byron Treangen III, are on standard critical leave.
