💥💥Manteca police release video footage after man who rammed patrol cars at In-N-Out was shot, killed

Manteca police on Friday released video footage showing what led up to a 69-year-old man being shot dead by officers outside an In-N-Out on April 30.

The nearly 19-minute, edited compilation, includes body-worn camera footage, drone footage, In-N-Out security footage and 911 call audio.

The footage shows the man, Charles Mcgonegal, driving into another customer’s vehicle in the drive-thru. He went on to ram multiple police patrol cars in the parking lot before being fatally shot.

According to the police department, officers responded to the area of the In-N-Out located off Yosemite Avenue and Highway 99 after a 911 call from a worker.

That 911 call audio reveals that a worker had refused to serve Mcgonegal because of his behavior toward the other customer in line ahead of him at the drive-thru.

The surveillance footage shows the van eventually left the drive-thru area, but knocked down a sign and was dragging it through the parking lot.

The van then drove into the first patrol car that arrived at the scene. After a second ramming attempt, the officer fired his weapon toward the van in response. At least eight shots can be heard in the video

The officer can then be heard trying to negotiate with Mcgonegal until backup arrives. He tells him to put his hands up, saying, “I don’t want to hurt you.”

Manteca Police Chief Stephen Schluer said the dialogue continued for about eight minutes.

Other officers arrived and also attempted to get Mcgonegal to leave his car. Instead, he remained and at one point lit a cigarette. At times he did comply with officers’ requests to show his hands but would not leave the vehicle.

Schluer said that second attempt at de-escalation by officers lasted for about 15 minutes.

Eventually, Mcgonegal backed up his vehicle and then drove forward into another patrol car. After he tried to do so a second time, the officers fired their weapons.

During this second shooting, more than two dozen shots can be heard.

The officers then moved toward the vehicle and provided medical attention.

Mcgonegal died from his injuries at the hospital.
